I'm 5'5 and wore flats. It can be bustled. It has been professionally dry cleaned and stored in a non-smoking home.
The sash is sewn on but could easily be removed if you wanted to wear a different sash.

There are a couple beads missing from the sash on the left side but it's hardly noticeable. More beads could easily be sewn on.
