This fit-and-flare style in luxe stretch satin fabric is the Juliette by Jenny Yoo, featuring a plunging strapless neckline (with mesh for modesty), off the shoulder sleeves and buttons running the full length of the back of the dress, from top to train. I bought this in a larger size and had it altered to fit my measurements, so those should be accurate - the material does have a little give as it's a stretch satin but not super elastic.
I have had it dry cleaned professionally, there may be the odd mark on the train but nothing noticeable. The left arm strap broke during the day but I had this repaired when I had the dress dry-cleaned and you wouldn't know the difference.
