The Bolero is included; it is off-shoulder and waist-length, covering the top satin portion of the dress.

The dress was modest and the only option in my budget, so despite it being strapless, I felt incredibly beautiful in it. I've always enjoyed capes and long dress trains, and as a dancer, having the flexibility to dance how I pleased in my dress was riveting.
